Define what entering the market means
Selling from Germany, working with a distributor, establishing a service operation and making an investment are different projects. Write down what will happen in the UAE, who will perform it and who will contract with the customer. This prevents a formation decision from being made before the business model is clear.
Prepare a customer hypothesis with a named segment, an operational problem, the likely buying role and a measurable reason to change supplier. Test it through conversations before committing to a permanent cost base.
Dubai and Abu Dhabi: select for the work
Do not use Dubai as a synonym for the entire UAE. A German business comparing Dubai and Abu Dhabi should map the actual customers, project sites, delivery partners and decision-makers relevant to its proposition. The Club does not claim an office or guaranteed institutional access in either city.
A useful location comparison records travel to customers, service coverage, hiring requirements, premises, licence scope and the availability of qualified partners. The right answer can differ between the sales function and the delivery operation.
Mainland or free zone: ask activity-specific questions
The UAE government’s business portal separates mainland and free-zone setup information. Use the current guidance from the relevant authority to check the proposed activity rather than assuming that one structure works for every customer or transaction.
- What activities must the licence cover?
- Where are customers located and where will services or goods be delivered?
- Who is responsible for import, installation, warranties and after-sales support?
- Which tax, employment, visa, banking and reporting questions require a qualified adviser?

Partner selection needs evidence
Ask a potential partner for relevant references, delivery capacity, ownership information and a clear explanation of its commercial role. Agree how leads, customer data and conflicts of interest will be handled before discussing exclusivity.
For relevant procurement opportunities, check whether local-value requirements form part of the evaluation. The Ministry of Industry and Advanced Technology describes its National In-Country Value programme as supporting expenditure within the UAE. This does not mean the same requirement applies to every purchase.
What to prepare for a business introduction
State your sector, the problem you solve, the type of counterpart sought and the stage of your project. A short non-confidential brief is more useful than a broad request for ‘contacts in Dubai’. The Club can consider relevant introductions where there is a fit; it does not certify counterparties or guarantee sales.
